With all the oils that one could buy to experiment with cooking, such as olive oil, they can be used in other ways.  So being allergic to one oil you can always use a substitute.

8 oz perfume grade alcohol
3 drops neroli essential oil
3 drops passionflower essential oil
2 drops ylang ylang essential oil

Pour the alcohol into the container and add the oils.  Shake well and allow the bottle to set for about two weeks to allow the oils to infuse together.    Shake before applying.  Shelf life, about one year.

Note: do not use metal utensils or containers when making products scented with essential oils or fragrances oils.  The oils will react with the metal, causing a change in their fragrance composition.  You can use metal containers for solid perfumes.

Use perfume grade alcohol.  The best alcohol is Everclear, a 190 proof grain alcohol.  If neither of those items can be found use one hundred proof vodka.
